Wet it thoroughly, let sit a few minutes, hit it with a stiff brush and a rag, then rinse well and dry, then apply paint immediately. An epoxy enamel will stick to clean aluminum, and be durable to boot. Or, have it powder coated.

I am using rust-o-leum spray on bed liner, with self etching primer. I know i did a crappy job scuffing up the piece, and i did not clean it with mineral spirits i used soap and water.

If you do it by hand i would use some 220-320 and a red scotch brite then use a etching primer then seal and paint or use a adhesion promoter then epoxy then paint. good luck man.

You are not heating the plate red hot only burning the paint or actually softening it. Use a scraper and a wire brush. Make sure you have gloves and a face shield.
